In July 1945, as World War II nears its conclusion, Japan faces pressure to agree to the Potsdam Declaration. Endless cabinet meetings fail to reach a consensus. The United States drops atomic bombs on Hiroshima and Nagasaki. General Korechika Anami struggles with the right course of action, while the Japanese Emperor is concerned for his citizens. Prime Minister Kantaro Suzuki presides over the cabinet discussions, and Chief Secretary Hisatsune Sakomizu can only observe. Meanwhile, Major Kenji Hatanaka and other young officers, opposed to Japan’s surrender, attempt to seize control of the palace and a radio station. The station is scheduled to air Emperor Hirohito’s reading of the Imperial Rescript on the Termination of the War.
