In 1868, during the waning years of the Qing Dynasty, widespread corruption within the Imperial Court causes immense hardship for the populace. For a long time, the formidable leader of the Black Tiger gang, Lei Gong, has been attempting to eliminate the head of the Northern Sea faction. Among his newest recruits is Fei, a daring warrior who succeeds in decapitating the Northern Sea leader after an intense battle. Just when Lei Gong believes he has secured dominance over the port, a new faction known as the Orphans begins to gain influence. Led by Huo, a childhood friend of Fei, the Orphans are determined to eradicate all criminal forces from the port.
