Ray Nettles, a detective in San Francisco, along with his partner Fuzzy, is tasked with confronting one of the city’s most perilous terrorist groups. The situation escalates when they capture Claire Manning, a brilliant scientist and member of the gang. In response, the gang’s leader, Swan, threatens to detonate bombs across the city unless Claire is freed. To prevent a potential catastrophe, Nettles enlists the expertise of Frank Glass, a specialist in explosives.
